GridWatcher LLC (gridwatcher.app) is an independent civic-tech organization that evaluates United States data-center developments using verified public records. As data centers expand across North America, their impact on local power grids, regional water tables, air quality, and municipal budgets has become a central focus for communities, planners, and grid operators. GridWatcher provides an objective, letter-graded framework (A–F) that measures how transparently a data-center project discloses its resource demands and regulatory filings. By relying exclusively on primary government records and deterministic evaluation models, GridWatcher brings bond-rating rigor to civic transparency.
The pillars we grade
Each data-center project evaluated by GridWatcher receives scores across key regulatory and resource domains, known as evaluation pillars. Under GridWatcher Methodology Version 2.5.0, pillars are weighted to reflect their relative impact on regional infrastructure and public oversight:
- Grid (~0.25 weight): The heaviest-weighted pillar assesses state large-load filings, utility capacity commitments, and regional transmission organization (RTO/ISO) interconnection queue dockets, such as ERCOT and NYISO records.
- Energy (~0.15 weight): Evaluates air-permit documentation as a proxy for backup-generation scale, emergency diesel generator capacities, fuel storage specifications, and continuous emissions monitoring commitments.
- Water: Evaluates Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) compliance history, discharge permits, and consumptive cooling volume disclosures recorded in federal and state databases.
- Environment: Reviews Clean Air Act (CAA) compliance history, environmental impact statements, site remediation records, and filings with state environmental agencies such as the Virginia Department of Environmental Quality (VA DEQ) and New York State Department of Environmental Conservation (NY DEC).
- Economic: Tracks public rezoning dockets, municipal zoning board petitions, tax abatement applications, and public infrastructure subsidy disclosures published through county portals including Accela, EnerGov, and Legistar.
- Governance: Assesses public planning commission dockets, magisterial board hearing records, overlay district disclosures, and local government decision logs.

GridWatcher gathers evidence exclusively from verified public sources. These include the U.S. EPA Enforcement and Compliance History Online (ECHO) database for CWA and CAA records; state environmental agencies like VA DEQ and NY DEC; municipal planning dockets retrieved via Accela, EnerGov, and Legistar; RTO/ISO interconnection queues from ERCOT and NYISO; SEC EDGAR filings; and corporate registries including GLEIF and OpenCorporates.
How a grade is computed
GridWatcher computes a project's overall letter grade (A–F) through a deterministic, two-step aggregation process defined in methodology version 2.5.0. First, an aggregate score is calculated across only those pillars where verified public data exists. Second, a data completeness threshold is applied to enforce strict opacity caps.
Because complete transparency requires comprehensive public access, thin or partial data disclosures actively restrict the maximum grade a project can achieve. GridWatcher enforces two mandatory opacity caps based on record completeness:
- Under 25% Completeness: If a project discloses verifiable public records across less than 25% of the evaluation framework, its maximum possible grade is capped at C+, regardless of performance in disclosed areas.
- Under 50% Completeness: If a project discloses verifiable public records across less than 50% of the evaluation framework, its maximum possible grade is capped at B−.
These caps ensure that secret or heavily redacted developments can never earn an A or B grade by cherry-picking limited disclosures. To earn a top transparency grade, a facility must combine strong regulatory compliance with broad public record accessibility.
Insufficient Disclosure, never a fake number
A core pillar of GridWatcher's methodology is the Opacity Law: if a project discloses no public records for a specific pillar, that domain is marked strictly as Insufficient Disclosure. GridWatcher never substitutes industry averages, developer estimates, or algorithmic guesses for missing public files.
Our operational rule is absolute: Opacity is a grade, never a gap to fake. Imputing numbers where public dockets are silent would misinform local communities and compromise the integrity of our evaluations. By treating non-disclosure as a measurable fact rather than an administrative blank, GridWatcher preserves total non-partisan objectivity and maintains a clear standard for public accountability.
Why the grade is un-buyable
GridWatcher is un-buyable by design. To maintain total editorial and analytical independence, GridWatcher accepts zero revenue, sponsorship, or consulting fees from the data-center projects, developers, utility providers, or parent companies it evaluates.

Every score assigned to a project links directly to a primary public-record source document, allowing citizens, journalists, grid planners, and municipal officials to audit the underlying government filings independently.
